Parking fees will be changing in City of Perth Parking (CPP) car parks and on-street (kerbside) parking bays from 1 May 2024.

This is only the second time we’ve increased the cost of parking in the last five years. The increases will help cover increasing running costs. Even after this rise, City of Perth car parks continue to provide lower fees than most of our CBD competitors.

The below locations will be affected by the fee changes:

Boom gate entry car parks

• Hourly rate in all boom gate entry car parks will increase by 50 cents per hour
• Day rate Monday to Friday will increase by $1 per day

Pay & display car parks

• Hourly rate in all pay & display car parks will increase by 30 to 50 cents per hour
• Day rate Monday to Friday will increase by $1.50 per day

On-street (kerbside) car bays

• Hourly rate will increase by 30 to 70 cents per hour depending on the location
• Day rate Monday to Friday will increase by $1.60 per day in Nedlands and Crawley, and $1.50 per day in Claisebrook on Brown Street between Jewell Lane and Mardalup Car park

Fee changes do not apply to motorcycle parking fees. There are no changes to ACROD parking concessions.

We’re upgrading the way you park in the City of Perth, making your experience faster, smarter and easier.

In January you might notice works beginning to install our new easy-to-use parking meters along our city streets.

While our current parking meters have served us well over the past 22 years, it’s time to bid them a happy retirement.

The new parking meters don’t just look better, they’ll provide a smoother and more reliable parking experience, complementing the City’s recent addition of the EasyPark payment app.

These new parking meters are cashless and ticketless, making them a more sustainable option. Drivers will be asked to enter their licence plate details, then simply tap their credit or debit cards on the front display to pay.

The new meters will be operational from May 2024 in our non-boom gate entry car parks and on-street locations.

The City of Perth (the City) is simplifying parking time restrictions across the City.

We are changing time restrictions in our five neighbourhood areas to reduce the number of different on-street parking time restrictions in each neighbourhood. This change will help alleviate the confusion of multiple time restrictions.

The restrictions changes will be implemented across the City in stages, below are the dates the changes will begin in each neighbourhood with maps illustrating the new restrictions.

From Friday 25 February, 2022, night-time parking in City of Perth car parks will be free, seven days a week from 6pm!

Cost of Street Parking

We’re simplifying the way you park in the City of Perth, making access to casual on-street permits faster and easier.

Your permit will allow you to park in specific bays within the City of Perth. Permits are valid in parking areas that are 1 hour and above.

Please note these permits are not valid in Loading zones, Bus Zones, Taxi Zones, Clearways, ACROD Bays, No Stopping or No Parking areas. Vehicles are expected to adhere to all other requirements of the City’s Local Parking Laws.

Simply apply and start your parking straight away. Applications can be made here.

Important Information:

• Apply on the street, no need to attend Council House.
• No longer need a physical dashboard permit simply apply with your registration number, make payment and park on-street.
• Payment via Card payment only.

In the City of Perth various parking signs are used in different areas.  When parking it is important to refer to the parking signs and abide by the restrictions.  The restrictions are designed to ensure parking is fair and equitable for all as well as ensuring traffic flows freely.  Below are examples of parking signs frequently used across the City to assist in understanding these signs.  These signs are enforced in accordance with the City of Perth Parking Local Law 2017.

Time Restricted Parking Signs

During the days and times specified on the sign, a vehicle may only park continuously for up to the maximum time indicated i.e. 3P means a maximum of 3 hours.

If a sign states ‘fee payable’ or ‘ticket,’ you must obtain a ticket for parking during the days and times specified on the signs at the nearest meter or ticket machines on the same side of the street, making sure to abide by the time limit.

Making additional payments i.e. re-feeding the parking meter/ticket machine or moving to a nearby bay in the same parking area will not reset the time limit.

Outside the days and times stipulated on the sign, you may park without restriction, unless there is another sign with additional restrictions indicating otherwise.

If a bay has a time limit, to comply with the City of Perth Parking Local Law a vehicle must not return to the same section of road within 1 hour i.e. one section of road ends and another begins wherever there is an intersection, or you cross to the other side of the road.

Example

Once the time limit has expired it is legal for:
Car A to move to any other parking bay except to bay 1, or bay 2 as it is the same section of the road.
Car B may move to bay 10 as an intersecting street has been crossed (of note car B can also move to any other parking bay except to bays 5 and 6).
Car C may move to bay 7 as it is the opposite side of the road (of note car C can also move to any other parking bay except to bays 10 and 11). 

	5min Pick up or set down P5 means you may park continuously for up to a maximum of 5 minutes at all times For example, this sign indicates; No fee payable, maximum 5-minute time limit at all times.
	¼ P ¼ P means you may park continuously for up to a maximum of 15 minutes during the days and time indicated on the sign. For example, this sign indicates; No fee payable, maximum 15-minute time limit between 8am and 6pm Monday to Saturday. No fee payable, maximum 15-minute time limit between 12 noon and 6pm on Sunday.
	½ P ½ P means you may park continuously for up to a maximum of 30 minutes during the days and time indicated on the sign. For example, this sign indicates; No fee payable, maximum 30-minute time limit between 8am and 6pm Monday to Saturday. No fee payable, maximum 30-minute time limit between 12 noon and 6pm on Sunday.
	1P 1P means you may park continuously for up to a maximum of one hour during the days and time indicated on the sign. For example, this sign indicates; Fee payable, maximum 1-hour time limit between 8am and 6pm Monday to Saturday.
	2P 2P means you may park continuously up to a maximum of two hours during the days and time indicated on the sign. For example, this sign indicates; Fee payable, maximum 2-hour time limit between 8am and 6pm Monday to Saturday. No fee payable, maximum 2-hour time limit between 12 noon and 6pm on Sunday.
	3P 3P means you may park continuously up to a maximum of three hours during the days and time indicated on the sign. For example, this sign indicates; Fee payable, maximum 3-hour time limit between 9am and 4.15pm Monday to Friday. Fee payable, maximum 3-hour time limit between 8am and 6pm on Saturday.
	Motorcycle Bay This sign means the bay is reserved exclusively for motorcycles and scooters at all times.  Motorcycle and scooter parking areas are also marked with ‘M/C’ stencilled on the bay surface and may not always include a motorcycle parking sign. In this instance you must comply with the time limits on the adjacent signs. Motorcycles and scooter are not permitted to park in bays specifically marked for vehicles i.e. cars, trucks. For example, this sign indicates; Motorcycle parking at all times. No fee payable, maximum 1-hour time limit between 8am and 6pm Monday to Friday.
	ACROD Accessible parking bays are provided to help people with limited mobility move in and out of their vehicles. Motorists are not permitted to stop in these bays without displaying a valid Australian Disability Parking Scheme permit (ACROD permit) and ACROD Parking Program Card at all times, this applies even outside the times stated on the sign. For example, this sign indicates; ACROD parking at all times. No fee payable, maximum 1-hour time limit between 8am and 6pm Monday to Friday.
	Recreational Parking Bays Recreational parking bays are located near to some public parks.  These bays are reserved exclusively for members of the public using the park for recreational activities throughout the period their vehicle is parked.  These bays are free of charge with a two-hour time limit during the times and days indicated on the sign, outside these times you may park without restriction. For example, this sign indicates; Public Park Users at all times. No fee payable, maximum 2-hour time limit between 8am and 6pm Monday to Saturday.
	Bus Zone Bus zones are reserved for the exclusive use by Transperth buses at all times.
	Taxi Zone Taxi zones are reserved for the exclusive use of taxis. Other vehicles, including on-demand vehicles (i.e. Uber, Ola, Didi) cannot stop in a taxi zone, even for a short period of time.
	Loading Zone Loading zones are reserved for commercial vehicles as defined under the City of Perth Parking Local Law 2017 to load and unload goods.  During the times specified on the sign, no other vehicles are permitted to use these bays this includes taxis, buses, trades, repair/service, on-demand (i.e. Uber, Ola, Didi) or passenger vehicles.
	Works Zone Works zones are reserved for the exclusive use of approved construction vehicles associated with the adjacent construction site.  The work zone is in operation during the times shown on the sign.
	No Stopping Zone No stopping signs mean you cannot stop for any reason or any length of time – even to quickly drop off passengers, with hazard lights on, with the engine running or with the driver still inside. These signs are used to maintain safety, ensure traffic flow, provide turning room or restrict parking to authorised or specific vehicles and/or persons.
	No Stopping Charter Vehicles Excepted The no stopping symbol together with ‘charter vehicles excepted’ means these zones are reserved for the exclusive use by on-demand transport vehicles (i.e. Uber, Ola, Didi).  The no-stopping symbol on the sign means any other vehicle, including taxis (while operating as a taxi), are not permitted to stop for any reason. A charter vehicle with 12 seats or more may park for up to a maximum of 15 minutes. A charter vehicle with less than 12 seats may park for up to a maximum of 5 minutes and the driver must not leave the vehicle. These zones are for dropping off or picking up passengers only, no other activity is permitted.  All other vehicle types are not permitted to stop in these bays for any reason at any time.
	No Stopping Main Roads Response Vehicles Only The no stopping symbol together with ‘MRWA Incident Response Vehicles Only’ means these zones are reserved for the exclusive use of Main Road response vehicles.  All other vehicle types are not permitted to stop in these bays for any reason at any time.
	No Stopping Emergency Police Vehicles Excepted The no stopping symbol together with ‘Emergency Police Vehicle Excepted’ means these zones are reserved for the exclusive use of emergency Police vehicles.  All other vehicle types are not permitted to stop in these bays for any reason at any time.
	No Stopping Resident Permits Excepted  The no stopping symbol together with ‘Resident Permits Excepted’ means these zones are reserved for residential permit holders. Vehicles can only park in a permit excepted parking area if the permit specified on the sign is correctly displayed in the vehicle. Vehicles are not permitted to stop in these bays for any reason, at any time, unless you correctly display the specified parking permit. For example, this sign indicates; You can park if you correctly display a valid Area 1 Resident Parking Permit.
	Temporary No Stopping Authorised Vehicles Excepted Hoods Temporary no stopping hoods are used for various reasons such as reserving a parking bay(s), road closures and for events. The no stopping symbol together with authorised vehicles excepted means you cannot stop for any reason or any length of time without authorisation by the City of Perth, unless the sign includes additional information to allow general parking during specified times.
	Clearway Zone Clearway zones aim to improve traffic flow at peak times of the day by prohibiting vehicles from stopping/parking for any reason or any length of time.   Clearways zones are located along key roads within the CBD, during clearway times indicated on the sign, the area is a designated ‘no stopping’ zone, vehicles may be infringed and towed at the owner’s expense.
	No Parking No parking signs mean you cannot stop for any reason unless you are immediately picking up or dropping off a passenger(s).

CPP Car Park 24 hour Pay and Display
When parking in a CPP ‘pay and display’ car park ensure you:

• Purchase a valid ticket from within the same car park for the full amount of time you intend to park.

• Display a valid ticket on dash of your vehicle and ensure it is visible from outside the vehicle.

• Be aware of reserved or time restricted bays – refer to signage.

Under the City of Perth Parking Local Law 2017 which came into effect 14 March 2017, the definition of a “commercial vehicle” states the following;

‘commercial vehicle’ means a motor vehicle that is –

     (a) constructed, adapted or fitted for the conveyance of goods; and

     (b) used primarily for the conveyance of goods,

but does not include a vehicle constructed for the conveyance of materials used in any trade, business, industry or any other work;

All the above aspects must be satisfied when utilising loading zones and the person is continuously engaged in loading or unloading goods for the duration the vehicle is parked, no other activity is permitted.

Vehicles constructed for the conveyance of goods are generally identified as trucks, vans and utility vehicles, however unlike under the City’s previous parking local law, these types of vehicles were previously permitted to park in loading zones whether the vehicle was predominantly used for deliveries and in most cases they were not.

The changes to the definition of ‘commercial vehicle’ has been introduced to ensure loading zones are only used by persons conducting business whose main purpose is to pick up or drop off goods. Therefore, any utility or van used to carry a person to conduct their business or carry tools of trade including materials or goods required for installation are no longer permitted to utilise loading zones.

If a vehicle does not comply with the above requirements, the driver will need to utilise a regular parking bay and comply with the conditions outlined on the parking signs.

Alternatively, parking bays can be reserved for longer term parking to enable technicians or trades persons to carry out jobs. For further information refer to On-Street Parking Bay Reservations.

Motorcycle and scooter parking areas are usually marked with ‘M/C’ which is stencilled on the bay surface.

Motorcycle bays can have signage that is specific to the marked motorcycle bay(s) or can have signage that relates to a length of the carriage way. If there is no sign referring to the parking bay or metered space marked ‘M/C’, the nearest signage conditions apply, which may include time limitations. Payment is required in ‘M/C’ bays in car parks only.

Motorcycles and scooters are not permitted to park on the footpath or in regular bays which are marked for vehicles i.e. cars, trucks, buses.

In areas where there are no bay markings on the length of the carriage way, motorcycles are permitted to park with cars and comply with the requirements on the nearest signage.  

Motorcycles fitted with a sidecar or are 3 wheeled are the only exception and are permitted to park in regular car parking bays. Nearest signage and time limits will apply.

There are numerous accessible parking bays (commonly known as ACROD bays) across the City of Perth to provide convenient access to facilities for ACROD permit holders.  Parking in accessible parking bays is only permitted for vehicles displaying a valid ACROD permit on the dashboard of their vehicle at all times.

From the 1 February 2021 on-street ACROD parking bays in the City of Perth are no fee payable and associated meters have been removed.  Time restrictions may still apply and a valid ACROD permit must be displayed.  

ACROD parking within the State of Western Australia is regulated under the Local Government (Parking for People with Disabilities) Regulations 2014.  These regulations are made under the Local Government Act 1995 which is administered by the WA Department of Local Government, Sport and Cultural Industries.

Where can I park with my permit?

ACROD parking bays are clearly identifiable using the international symbol of access on both the parking sign and the road/bay surface.  Regardless of other information on the sign, ACROD bays are always subject to the requirement of an ACROD permit being displayed.  If there are days and times stated on the sign, the ACROD permit holder may be subject to time restrictions.

For example, the sign below means for ACROD permit holders parked to the left of this sign there is a maximum 1-hour time limit Monday to Friday between 8am and 6pm, no fee is payable.  Outside these times, ACROD permit holders may park without restriction. 

Fines for misuse of accessible parking bays

Unauthorised vehicles parked in these bays can cause considerable distress and inconvenience to ACROD permit holders.  A serious view is taken of any breach of this regulation, as the people who require these bays have medical conditions that qualify them for the permit.

Fines for the misuse of ACROD bays are now $500, with court-imposed penalties of up to a maximum of $5,000.

ACROD Parking Program

ACROD permits are issued and maintained by the ACROD Parking Program as part of the Australian Disability Parking Scheme.  For further information visit the ACROD Parking Program website.

How do I use my permit?

Your permit is only valid if both the Australian Disability Parking Permit and the ACROD Parking Program Card are displayed together.

Display your permits on the front dashboard of your vehicle.  The permit number and expiry date must be clearly visible from outside the vehicle.

A fine may be issued if both a valid Australian Disability Parking Permit and ACROD Parking Program Card are not clearly displayed together.

Your ACROD permit is for your use only and must not be loaned or given to any other person. 

Only your original ACROD permit is valid. Do not reproduce or photocopy your permit.

Can I use my interstate or overseas permit in the City of Perth?

The City of Perth recognises international and interstate Disability Parking Permits.  These can be used for up to 3 months after arrival in Western Australia, after which a ACROD permit needs to be obtained via the ACROD Parking Program.  For further information please visit the ACROD Parking Program website.

Remember: Your international disability parking permit is recognised in Western Australia only if it features the international symbol for access – a white graphic of a figure in a wheelchair, facing right.

On-Street accessible parking concessions 

ACROD parking bays are larger than general parking bays, this is to accommodate oversized vehicles used by ACROD permit holders.  ACROD permit holders can also park in a general parking bay.

If you park in a general on-street bay and display your ACROD permit, the City of Perth provides a number of parking concessions – it is important to note that parking concessions do not apply to on-street ACROD parking bays.

Other Car Parks

There are other parking providers also available in the city.

In some situations, the City will approve a short term reservation of an on-street parking bay, for example contractors or removalists.

Parking signs may have multiple panels to communicate a range of parking restrictions.  

Signs should be read from top to bottom and left to right. Note the direction of the arrows applicable to where your vehicle is parked, to ensure the relevant day and time for the period you wish to park is lawful.

Always check that another restriction does not come into effect during the period you intend to park.

Refer to example below.

Restrictions applying to the left of the parking sign indicate:

• Clearway zone between 7am and 9am Monday to Friday
• Loading Zone for use by ‘Commercial Vehicles’ only between 9am and 4.15pm, Monday to Friday, 30-minute time limit applies
• Clearway zone between 4.15pm and 6pm Monday to Friday
• Loading Zone for use by ‘Commercial Vehicles’ only between 8am and 6pm on Saturday, 30-minute time limit applies

Restrictions applying to the right of the parking sign indicate:

• Clearway zone between 7am and 9am Monday to Friday
• Fee payable, 1-hour parking time limit between 9am and 4.15pm Monday  to Friday 
• Clearway zone between 4.15pm and 6pm Monday to Friday
• Fee payable, 1-hour parking time limit between 8am and 6pm on Saturday  

There is also illustrated reference that illegally parked vehicles can be towed during clearway periods, along with the contact phone number if your vehicle is towed.

Outside the stipulated times on the sign, you may park without restriction.

Some parking signs don’t apply on a public holiday, and when they don’t, it means you can park for free and for as long as you like.

This is explained in r303 of the Road Traffic Code 2000, which applies throughout Western Australia.

Recognising whether the sign has a day of the week shown on it is the key to figuring out whether it applies on a public holiday.

- New Year's Day
- Australia Day
- Labour Day
- Good Friday
- Easter Monday
- ANZAC Day
- Western Australia Day
- Queen's Birthday
- Christmas Day
- Boxing Day

Which signs do not apply on public holidays

A parking sign with any day of the week written on it doesn’t apply on a public holiday.

If there’s any day of the week listed on a parking sign (for example, 'Mon–Fri' or 'Sat' or 'Sun'), that parking sign is effectively ‘blank’ on public holidays.

It doesn’t matter what kind of sign it is – a green sign, a red sign, a Loading Zone sign, a Clearway sign, a disability parking sign (applicable to disability permit holders only, you must still display a disability permit in the vehicle at all times when parked in a disability parking area), a No Stopping sign, etc. – as long as it has a day of the week on it, the time restrictions and any fee requirements don't apply.

This is because parking requirements on a public holiday are usually different to the day of the week when the specific restriction was intended to apply.

The following example signs would not apply on a public holiday, because they have days of the week listed on them. On a public holiday, you could park here for free, for as long as you like.

Disability parking areas are identified by the disability symbol on the parking sign and on the bay surface.  You must always display a disability permit in the vehicle, however you can park for free and as long as you like on a public holiday.

Which signs do apply on public holidays?

Parking signs without any days of the week listed on them apply every single day, regardless of whether it’s a public holiday. 

Parking signs with any days of the week listed on it and includes the statement “Includes Public Holidays” also apply every single day regardless of whether it’s a public holiday.

In both circumstances outlined above, you need to park lawfully as you usually would where these signs are in place, this is because the parking restriction is needed every day of the week, regardless of whether it’s a weekday, a weekend or a public holiday.

If there’s no day of the week listed on the sign, the following example signs would apply as normal on a public holiday, because they don’t have any days listed on them.

Signs with multiple panels

Parking signs may have multiple panels to communicate a range of parking restrictions. Check that another restriction, for example ‘Taxi Zone – other times’, won’t come into effect during the time you intend to park.

As the top panel has days listed, the parking restrictions do not apply on a public holiday, however as the bottom panel does not have listed days the “Taxi Zone – Other Times” restricting use to taxis only in both directions will apply all day on a public holiday.

What happens when a public holiday falls on a weekend

When a public holiday falls on a weekend and another date has been declared by the Western Australian Government, City of Perth will only apply the public holiday parking rules on the declared date.

For example, if Australia Day fell on a Saturday, and the Monday was declared as the official public holiday, parking would be unrestricted and free in the City of Perth on the Monday only (where parking signs have days of the week listed on them).

Clearway zones

Clearways are key roads within the CBD that have been designated as 'no stopping' zones during specific times of the day. They provide an additional traffic lane during peak periods on main arterial routes in and out of the City, which helps move traffic efficiently through the CBD during these especially busy times.

Clearways may operate from 7am to 9am and 4.15pm to 6pm Monday to Friday. Clearways do not operate on Saturday or Sundays.

During these times, there is no stopping or parking allowed in clearway zones.

If you park in a clearway you risk receiving an infringement and being towed.
